Dolphin Fountain

Is this art or a target?

I was visiting a friend in Lower Prospect. He and his wife made a nice BBQ. There were guests, all of whom were strangers to me. One said he had finally gotten that old dolphin fountain to work. I wasn't sure I had heard him right. I went home still unsure. So next time I was over that way in my boat, I searched the shoreline where he said he lived. And sure enough, there it was. I loved it. I could tell the seagulls had been loving it too. The fountain part wasn't working though. Maybe it got clogged up.
